HCIS / SAIS SAF compliance is more than a fire alarm drawing.

Firewater demand, fire zoning, emergency access, hazardous materials, suppression, passive protection, evacuation, alarm interfaces, emergency power, HVAC and process shutdown logic all affect whether the fire-protection strategy is technically coherent.

Engineering control — not emergency drama

Late fire-protection decisions become multidisciplinary redesign.

ARKON starts by identifying what applies, what exists, what is missing and what could prevent the SAF package from progressing.

HAZARDUnclear risk basis
DESIGNConflicting assumptions
SUBMISSIONWeak traceability
PROJECTRework + delay
01

Incomplete fire-risk basis

Hazards are not consistently translated into engineering requirements.

02

Uncoordinated firewater design

Demand, storage, pumping and distribution assumptions conflict.

03

MEP & process interface gaps

Alarm, HVAC, SCADA, ESD, emergency power and security interfaces remain unresolved.

04

Submission without traceability

Requirements cannot be traced cleanly to drawings, calculations and specifications.

Fire-protection consultancy structured around engineering outcomes.

Each workstream converts a technical problem into a controlled decision, design basis or auditable compliance output.

Fire protection is a coordinated system, not a collection of devices.

ARKON checks the engineering basis, interfaces and deliverables across active protection, passive protection, life safety and emergency response.

Integrated fire-protection architecture

Every system is reviewed against its upstream hazard basis and downstream architectural, MEP, civil, process and control interfaces.

Detection & Alarmzoning → logic → notification → interfaces
Suppressionsprinkler → foam → clean agent → special systems
Life Safetyoccupancy → egress → passive FP → emergency lighting

Engage ARKON before, during or after a SAF design problem appears.

The later fire-protection requirements are identified, the more disciplines may already be committed to assumptions that require modification.

01

Feasibility / Concept

Establish regulatory constraints and build SAF requirements into site and building strategy.

02

FEED

Translate fire risk into a coordinated engineering basis before detailed design.

03

Detailed / Contractor Design

Review developing systems, shop/vendor inputs and deviations against approved criteria.

04

Construction / T&C

Support inspections, technical queries, controlled changes, readiness and agreed testing.

05

Comment Closeout / Brownfield

Take over existing comments or assess gaps between current conditions and required compliance.

Fire protection integrated with engineering, traceability and project delivery.

ARKON can support Facility Operators, EPC contractors, designers, main contractors and specialist fire-protection contractors without automatically assuming installation responsibilities.

HCIS SAF Directives — common fire-protection project questions.

Do the SAF Directives apply only to new projects?

No. They apply to new projects, expansions and upgrades. Existing facilities are also to be assessed against the applicable directives, with identified deficiencies addressed by the Owner.

Are NFPA standards alone sufficient for an HCIS SAF fire-protection design?

No. SAF-4 uses the applicable SAF directives together with building/fire codes and referenced NFPA standards. Plant type, occupancy and sector can trigger additional SAF requirements.

What if a SAF requirement conflicts with another standard or is impractical?

The conflict or deviation must be formally resolved. A deviation below the SAF requirement is to be documented with technical justification in a non-compliance report and approved before implementation.

Can safety and fire-protection work start before the required approvals?

SAF-1 states that work should not start until the required approvals for the design, contractor, and major fire-protection equipment and systems are received. Submissions are also required in writing.

What should a SAF preliminary design package contain?

The package defines the scope, main and auxiliary safety/fire-protection elements and site-specific requirements, including site plans, system coverage, equipment specifications, and end-device locations and installation details.

What is expected in the SAF detailed design package?

It should provide complete engineering information, including technical specifications, design documentation, bidder/contractor information, justified non-compliances, major equipment and suppliers, the execution schedule, and relevant manufacturer data.

What fire-protection systems and interfaces are addressed by SAF-4?

SAF-4 covers emergency egress, fire detection and notification, suppression, sprinklers and standpipes, extinguishers, fire-department access, firewater mains and hydrants, pumps, storage tanks and specialized applications.

What SAF obligations continue after installation and commissioning?

Fire-protection and detection systems are to remain reliable and maintained. The directives also address preventive maintenance, as-built drawings, system records, test/inspection information, and training for operations and maintenance personnel.
